From the opening
For addiction-related homelessness, that means following a person across the street, shelter, hospital, treatment, jail, and housing. What changed at each encounter? Was the next step usable? What progress survived, and what had to begin again?
This volume examines homelessness where addiction materially affects housing stability. It does not assume every person experiencing homelessness has an addiction.
Ask what the evidence shows, what remains uncertain, and what would change the conclusion. The same questions apply to this book.
