A promise of jobs connects to tax agreements. A demand forecast connects to grid investment. A cooling choice connects to water supply. Decisions made separately can combine into costs, benefits, and obligations that nobody considered together.

National estimates, modeled scenarios, and a particular project’s records answer different questions. Rules and resource constraints depend on place and time.
