From the opening

In child welfare, the result we need to understand is what changed for the child. We will follow the path through reports, decisions, placements, services, and transitions—not stop at each institution’s account of its own work.

Research findings do not determine what should happen to an individual child. Existing legal duties and proposed standards are identified separately.

Ask what the evidence shows, what remains uncertain, and what would change the conclusion. The same questions apply to this book.
